LA County Board of Supervisors Move to Launch Pilot Program to Connect 1,500 People Living in RV Encampments to Housing & Services in 3 Years

LOS ANGELES, Calif. — Today, the Los Angeles County Board of Supervisors (Board) unanimously approved a motion authored by Chair, Holly J. Mitchell and co-authored by Supervisor Kathryn Barger, that builds on the County’s commitment to addressing the homelessness crisis by establishing a countywide RV encampment pilot program prioritizing hot spot areas where crime and dilapidated RVs have increased over the past two years. The 3-year pilot will engage at least 500 people living in recreational vehicles annually and dismantle a minimum of 900 inoperable RVs.


“The results from the 2022 Point in Time Homeless Count made it clear that we must continue to find solutions to prevent more of our family, friends, and neighbors from being forced to survive on the streets” said Board Chair Holly J. Mitchell representing the Second District. “The County has aggressively been working to identify solutions to address the rise in RV encampments, this motion ensures we have a budget and a comprehensive plan to provide people living in RVs with safer housing options.”


“We’ve seen a significant rise in the number of RV encampments across the County in the past few years,” said Supervisor Kathryn Barger, representing the Fifth District. “Today’s motion urges Los Angeles County to recognize that fact and step up its efforts to get non-functional RVs off the road and establish a program that identifies areas where they can park safely and legally. Our homelessness crisis requires us to be creative and develop solutions that meet our vulnerable population’s needs. It’s the only way we’ll be able to make meaningful progress to lift people out of homelessness.”


In January of this year, the Board approved a motion authored by Chair Mitchell directing the County’s Chief Executive Office – Homelessness Initiative to identify hot spots areas for people experiencing homelessness that are living in RV encampments and recommendations for strengthening outreach and housing support to people living in RVs during the Covid-19 recovery. In response to the motion, CEO-Homelessness Initiative provided a report indicating there are approximately 5,200 RVs being used as shelter across the County and recommendations to comprehensively address the increase in RV encampments.


Today’s motion helps actualize the strategies provided by CEO-Homelessness Initiative by calling for a detailed implementation plan that includes a budget within 120-days for launching a 36-month RV Encampment Pilot Program. The pilot will use data from the 2022 Point in Time Homeless Count to identify and establish at least one Safe Parking RV site in each Supervisorial District and create a Post RV-Encampment Clean-Up Beautification Program.

LOS ANGELES, Calif. — Today, the Los Angeles County Board of Supervisors (Board) approved a motion authored by Chair, Holly J. Mitchell, and co-authored by Supervisor Hilda L. Solis, to establish the Intergovernmental Broadband Coordinating Committee (IBCC) to expand affordable and reliable internet access across unincorporated LA County and maximize Federal and State funding to achieve digital equity. Additionally, the Board unanimously approved phase two of the County’s spending plan for the American Rescue Plan that includes recommendations from the Chief Executive Office (CEO) to allocate $56 million to build out broadband infrastructure in high-need areas. 

 

“Lack of internet access is an equity issue that we can meaningfully address with dedicated leadership focused on this and intentional investments from the once-in-a-generation funding that is available through the Bipartisan Infrastructure Law and American Rescue Plan Act,” said Board Chair Holly J. Mitchell, representing the Second District. “Today’s motion will ensure the County is maximizing the effectiveness of federal and state funding, which requires regional coordination across LA County’s unincorporated municipalities. We cannot leave any community in the digital dark. I’m proud that LA County is concentrating efforts through the new Intergovernmental Broadband Coordinating Committee to ensure we close the digital divide.”  

 

“As the County moves closer to fulfilling its commitment to deliver internet services to our most vulnerable communities, I am pleased to support the creation of an Intergovernmental Broadband Coordinating Committee that will ensure we take a regional approach to our broadband goals, and that all stakeholders are at the table – both stakeholders from incorporated cities and unincorporated areas. Quality broadband at home means access to classes and other education tools, employment opportunities, telehealth services, financial resources, support networks and so much more. To that end, I won’t stop until we realize true digital equity,” said Supervisor Hilda L. Solis, representing the First District. 

 

Across LA County, there are over 428,000 households without home internet. Many of these households are largely concentrated in low-income communities of color. With more than $1 billion in federal funding available through the Bipartisan Infrastructure Law and American Rescue Plan Act for middle-mile projects – the physical mid-section infrastructure needs in communities that is required to enable internet connectivity for homes and businesses – today’s motion will ensure maximizing the effectiveness of this funding, which requires regional coordination across LA County’s unincorporated municipalities.  

 

The motion creates a Director of Digital Equity position within the Internal Services Department. The Director of Digital Equity will collaborate with ISD to establish the Intergovernmental Broadband Coordinating Committee which will serve as a Countywide coordinating entity to expand affordable and reliable internet access across jurisdictions. The Director of Digital Equity will also support with equitably distributing the $56 million allocation to build broadband infrastructure, as well as engage and support high need areas.

LOS ANGELES, Calif. —

Los Angeles County Board of Supervisors Chair Holly J. Mitchell provided the following statement on the LA Alliance Lawsuit:


“While we acknowledge that the City of Los Angeles and the LA Alliance have reached a tentative settlement agreement, we ​are concerned about the details of their plan and eagerly await their ​final agreement. I want to be clear that this does not stop the County’s on-going efforts to deliver wrap-around services in an efficient and compassionate manner ​to individuals and families experiencing homelessness. The homelessness crisis requires equitable treatment of all those experiencing this trauma first​-hand. The County will continue to pursue a resolution to this litigation that we have been deeply engaged in for over two years. I trust that it is possible to come to a consensus that distributes resources equitably, doesn’t criminalize poverty, and meets the urgent needs of the homeless population during this crisis. We will not relent and are hopeful that the County will have an effective resolution to this matter that strengthens our on-going work.”

Chair Mitchell's Statement on the Death of LA County Fire Fighter Jonathan Flagler

I am sending my heartfelt condolences to the family of LA County Fire Fighter Jonathan Flagler, who passed away this morning after sustaining fatal injuries while engaged in fire fighting operations at a single family residence in Rancho Palos Verdes. Fire Fighter Flagler was a 21-year veteran of the fire service, having served 19 years with the Vernon Fire Department before transitioning to the Los Angeles County Fire Department in October 2020. He is survived by his wife and two teenage sons. I want to thank Los Angeles County Fire Department Chief Tony Marrone and every single member of the LA County Fire Department as our County family mourns this terrible loss. In honor of Firefighter Flagler’s memory, all County Departments will lower all flags to half-staff.
