About the 2nd District
Corridors 2 Community Initiative
Corridors 2 Community is an initiative of the Office of Los Angeles County Supervisor Holly J. Mitchell that is focused on partnering with community organizations, local businesses, and
county departments to revitalize small business corridors in unincorporated communities throughout LA County’s 2nd District.
A key part of Corridors 2 Community is increasing access to the wide range of services and resources the Los Angeles County Department of Economic Opportunity provides to support small businesses.
Why Central and Vermont?
Team Mitchell led an evaluation of 28 commercial corridors across the Second District, including analysis of socioeconomic and environmental justice indicators, vulnerability to displacement, and existing community and commercial assets and amenities. While the office will continue to facilitate investment across the District, Central Ave and Vermont Ave were identified as pilot corridors for this initiative, based both on the high need and unique opportunities to leverage investments underway in these areas.

Investing in Public Spaces
Public space beautification, traffic and pedestrian safety, urban forestry and planting, and public art.
Preserving Affordable Housing & Preventing Displacement
Services and resources to prevent displacement and increase access to affordable housing.
Expanding Social Programs
Targeted programs to combat social inequality and support the well-being of our residents.
Strengthening Local Economies
Small business assistance, workforce development programs, and business incubation.
Featured Projects
2nd District Business Interruption Fund
Supervisor Mitchell launched the Second District Business Interruption Fund to support small businesses facing revenue loss from community disruptions like construction, illegal dumping, and theft. Team Mitchell canvassed businesses along Vermont and Central Avenues, spreading awareness and encouraging applications.
LEARN MOREInitial Acquisition Completed Under the County’s Commercial Acquisition Fund
In response to a motion by Supervisor Holly J. Mitchell, the County allocated $10 million for nonprofits to acquire vacant properties in COVID-19-impacted areas. In December 2024, the first purchase, a former Salvation Army site at Vermont and Manchester, will become a small business hub, led by Community Coalition and Primestor with support from the Department of Economic Opportunity, GenesisLA, and Wells Fargo.
