Chair Mitchell’s Statement on the Board’s Approval of a Landmark $1.6 Billion for the Harbor-UCLA Medical Center Replacement Program

LOS ANGELES, Calif. — Today, the Los Angeles County Board of Supervisors unanimously approved $1.695 billion for the Harbor-UCLA Medical Center Replacement Program. This unprecedented investment will bring state-of-the-art healthcare services to the 72-acre medical campus, that is one of only five level one trauma centers in the County. It will also ensure Harbor-UCLA Medical Center complies with Senate Bill 953 which requires all hospitals be structurally resilient in the event of a major earthquake.

 

Chair Holly J. Mitchell provided the following statement on the Board’s approval of the project that is expected to provide over 800 local jobs throughout its five-year construction phase:

 

This is a vision for the future of healthcare in LA County that we are now closer to making a reality. $1.695 billion is an investment in healthcare centered in humanity, sustainability, and exceptional care. The upgrades to the Harbor-UCLA Medical Center will develop a modern medical campus that serves the totality of our resident’s healthcare needs while protecting the surrounding environment it is built in.

 

The unincorporated Second Supervisorial District area of West Carson is proud to be the home of this project which is the largest capital project to date for the County. The new buildings on the campus are set to achieve the Leadership in Energy and Environmental Development Gold Certification and be in place ahead of the 2028 Olympic games. My office will be working closely with the Department of Public Works and Hensel Phelps – the lead construction company for this project – in helping to ensure we meet our goal of 50% local hires from surrounding communities which also includes Inglewood, San Pedro, and Watts.

 

Many of my constituents from communities of color that live in the surrounding areas face higher rates of health disparities and have relied on Harbor-UCLA Medical Center for decades for its patient-centered care. They along with the 3 million Angelenos the medical center reaches, will benefit greatly from the new 468,000 square-foot inpatient building that will hold 346 beds, a new emergency department and rooftop helicopter landing pad. These a just a fraction of the significant infrastructure changes that will happen at the medical campus over the next five years.

 

After two years of having our healthcare infrastructure pushed to its limits, it gives me hope to see us building facilities to better accommodate and serve both our healthcare workers and the communities they care for daily. I am thrilled for the development of this project and the improved health outcomes it will help foster for generations to come.

LOS ANGELES, Calif. — Los Angeles County Board of Supervisors Chair Holly J. Mitchell provided the following statement on the importance of following Los Angeles County’s mask mandate to keep game goers at Super Bowl LVI and the surrounding Inglewood communities safe:

 

Two years of fighting this pandemic has taught us many lessons, including the fact that wearing masks helps stop the spread of Covid-19. We cannot in good conscience ignore this or the diligent work of our Department of Public Health in providing health orders informed by the realities of how this pandemic shows up in LA County every day.

 

LA County will soon take center stage as the world watches Super Bowl LVI at SoFi Stadium. We are entrusted to protect the public’s health not just at this event but every single day. Our actions should always be driven by science and common sense.

 

Covid-19 continues to disproportionately impact the everyday workers that make up the backbone of our local economy. A majority of these workers are Black and Latinx and from communities in my district that continue to be hit the hardest by this pandemic. They do not have the option to make a living working from home. Many of these workers will be at SoFi Stadium providing security, handling tickets, and cleaning up after fans.

 

LA County will continue to stand up for our vulnerable residents who face higher rates of exposure while helping to keep our County running. This is necessary for ensuring an equitable recovery from the pandemic. We will also continue to follow the State of California’s Covid-19 masking requirements which allows California’s 58 counties to establish additional requirements due to their unique circumstances, such as population density, vulnerable populations at higher risk, and transmission rates.

 

When transmission in Los Angeles County returned to high levels, the County required masking at all portions of outdoor mega events, such as the Super Bowl. Also, the County requires masking outdoors at schools if students and staff are in crowded spaces where distancing is not possible. Given the continued high rates of Covid-19 transmission in the County and low vaccination rates, masking in these settings provides an essential, additional layer of protection and helps lower transmission.

 

Our County is looking to sunset these stricter masking requirements when we are post-surge. Los Angeles County is not post-surge yet.

 

Masking is a modest requirement that works and is the very least we can to do keep our communities and workers safe. I am asking all game goers and residents to uphold their personal responsibility to keep themselves and loved ones safe by wearing a mask when appropriate to do so and getting vaccinated.

 

Los Angeles County needs to stay the course and will continue to respond based on facts and not convenience so that we can implement a thoughtful and scientifically informed plan to relax masking and other Covid-19 requirements when the surge is done. Now is not the time to let down our guard.

LOS ANGELES, Calif. — The Los Angeles County Board of Supervisors unanimously approved a motion authored by Chair Holly J. Mitchell to establish a reward offer in the amount of $10,000 in exchange for information leading to the apprehension and conviction of persons responsible for the death of 16-year-old Tioni Theus. Chair Mitchell provided the following statement:

 

“I want to extend my deepest condolences to Tioni Theus’s family and all that mourn this unimaginable loss. It is my hope that this motion helps bring forth answers and justice for Tioni’s loved ones and the South LA community that shares the pain of this tragedy. Tioni Theus was loved. She was a promising student and like many 16 year olds, she enjoyed dancing and hanging out with her friends. Tioni and her family, were robbed of her right to grow up and live a full life.”

 

“I am asking members of the public that have any information that can help investigators to please step forward and contact the anonymous tip line at 888-412-7463. Cases involving Black victims are four times more likely to go unsolved. It is imperative that we do not allow implicit bias or adultification influence the media’s coverage and public outrage over the murders of Black girls.”

Chair Mitchell’s Statement on LA County’s Efforts to Protect Access to Abortion and Reproductive Health Care in the Fight to Uphold Roe v. Wade

LOS ANGELES, Calif. — Today, the Los Angeles County Board of Supervisors unanimously approved a motion authored by Chair Holly J. Mitchell and co-authored by Supervisor Sheila Kuehl to receive a report back in 30 days with a plan for how the County can protect and expand access to abortion rights and reproductive healthcare if Roe v. Wade is overturned this year. Chair Mitchell shared the following statement:

“It has been 49 years since the passage of Roe v. Wade, and we have never been closer to losing the constitutional right to abortion than we are now. Most legal scholars and Supreme Court experts anticipate this Supreme Court will overturn Roe v Wade when it finalizes its position this June. We cannot wait until the summer to start creating contingency plans for the ripple effect this will have on LA County.”

 

“I want to be clear that California and LA County will continue to protect the right to abortion and quality reproductive health care services. However, the elimination of this right in other states, can lead to an increased demand for contraceptives and abortion services at our County’s public and private hospitals and clinics.”

 

“This motion ensures we are doing the work now to understand what is needed to become a Haven County, in a Reproductive Freedom State like California, that is centered on protecting, and expanding, the ability of every person – regardless of from where they come – to access essential and high-quality reproductive health care.”

 

“I look forward to the report back from our County departments on what needs to be done to achieve this for the impending increase of Americans that will be looking to LA County for safe abortions and health care.”
